You can adjust the rate at which items are spoken in Settings or with the rotor.
You can adjust the overall VoiceOver speech rate on the main VoiceOver settings page or—if you use multiple voices and languages—you can adjust a specific voice's speaking rate by following the steps below:
You can adjust other settings here for the voice such as the voice pitch.

The speech volume is adjusted with the volume buttons of your device; however, you can adjust the volume of the voice to be louder than media or quieter with media in the VoiceOver Speech settings.

You can change the voice VoiceOver uses to speak items on the screen or add multiple voices to switch between with the Rotor

If you know multiple languages and you want VoiceOver to use a dedicated voice when speaking in specific languages, you can add languages and voices for those languages to VoiceOver and the rotor.

To change the VoiceOver primary language, you must change the device primary language in Settings > General > Language & Region.
VoiceOver can automatically detect and switch to the correct language based on text it is reading to you.
